THIS HAPPENS IN The United States of America????

Let me get this right, here in the United States of America we call it justice when we allow one man such as a "District Attorney" to decide whether the charged shall be tried in a court of law when a panel of "PEOPLE" decided to hand out indictments. WOW.... I guess I am confused I thought we live in a democracy. Another words if a "District Attorney is biased he is the source of the breakdown in our Judicial System....
